When we heard that a man who had five DUIs over the course of nine years had been involved in an alleged DUI Car Accident that killed a woman, we wondered how this could happen.

David Strowhouer was out on parole after spending some time in prison. He was not supposed to be drinking at all and certainly should not have been driving. Unfortunately, he was and he struck and killed a woman.

How Did This Tragedy Happen?

Did someone really have to die due to David Strowhouer’s actions? He has now been charged with a relatively new criminal statute – homicide by vehicle while driving under the influence.

If he is found guilty, he will likely spend much more time in prison than the one year he previously served for his fifth DUI. He is a repeat offender and the laws need to recognize that.

It is no secret that the US and Pennsylvania continue to struggle with DUI crashes and their impact on society. No matter how strict the laws become, it seems like many people just do not get the point.

Across the country, there were nearly 11,000 DUI crash deaths in 2017. In Pennsylvania for the same year, there were 10,346 alcohol-related crashes. Out of those, 293 people died.

  • Alcohol-related crashes were responsible for 26% of all PA crash deaths that year.
  • Each day, approximately 18 people are injured in alcohol-related crashes in PA.

If a person is found to be intoxicated at the time of a fatal or injury-causing crash, they need to be held accountable for their actions. Along with that, repeat DUI offenders need to be monitored much more closely to prevent a situation like the one discussed above from happening.
